Big changes are on the horizon for Moss Park Arena as the City of Toronto moves forward with a plan to assume full control of its governance and operations. The proposal, introduced by Ward 13 Councillor Chris Moise, was reviewed at the Executive Committee Meeting on January 28, 2025, and could see the arena transition from its current Board of Management to direct City operation by the end of the year.

The plan, developed by the General Manager of Parks and Recreation in collaboration with the City Manager, is intended to enhance community access to programming while ensuring long-term sustainability. Currently, Moss Park Arena is overseen by a Board of Management, but City Council has directed staff to explore options for increasing local representation and improving diversity through the City’s Public Appointments Policy.
Financial concerns remain a key factor in the transition. Although no immediate budget impacts have been identified, the report estimates that operating the arena under City management would cost approximately $1 million annually, with projected revenue of $700,000 from ice rentals and program fees.
Community members, particularly in Downtown East Toronto and Regent Park, are closely watching how this shift will impact programming, affordability, and accessibility. Many hope that the transition will result in more equitable access to recreational opportunities for local youth and families. The final decision on the takeover will rest with City Council in the coming months.
